The Guideline of Suzhou’s "14th Five-Year Plan"has proposed to achieve three goals: "One City"is the emerging central city of Anhui, Jiangsu, Shandong and Henan intersection area, "Two zones"means to build an influential industrial transfer cluster area in northern Anhui and a leading area for urban and rural integrative development, and the "three bases"are to build a digital economy base, a modern logistics base and a green agricultural production, processing and supply base in the Yangtze River Delta. Suzhou is committed to building a "5+5+N"industrial system as follows. We will accelerate the transformation and upgrading of industries with traditional advantages, focusing on developing 5 areas with traditional advantages: green food, light textile shoes and clothing, home building materials, machinery and electronics, and coal-based electricity and chemical industries. We will strengthen strategic emerging industries, focusing on the development of 5 emerging industrial clusters: digital industry, high-end equipment, biological medicine, new materials, and intelligent manufacturing. The "N+1"special support policy will be granted within the legal authority to projects in the 10 key industries, as well as new manufacturing projects with annual foreign investment of more than US $10 million or domestic investment of more than RMB 100 million, such as new generation information technology, intelligent equipment, biological medicine, new energy and new materials. For industrial projects with foreign investment of more than RMB 500 million and included in the provincial annual investment plan for key projects, priority will be given to land use indicators, and supporting policies and guarantee services will be provided by means of "one case, one discussion"and "one enterprise, one policy".
